My Project Proposal: Highway access, runoff into bioswales/open-space park, 46-acre array on Hawaiian Homeland TMK/parcel; powers 10,000 Hawaiian residents through HECO to reduce electricity cost currently from $0.33/kWh. (compared to California at $0.15/kWh, making it highest in the nation due to importing fossil fuel) Contracted up to 25-years for future re-zoning, on hydro-seeded, graded, cleared land for new LEED-compliant homes. Mitigation considered to prevent a no-build. Assumptions made for a FONSI.
Actuality: Legislation bill 623 requires that by 2045, the local power company must provide 100% electricity through environmental friendly means like: local solar, wind, and hydro farms - so no more fossil fuels ever again.
